Creating a Clear Path Forward for ERP Transformation and Investment

The Challenge

A government agency’s enterprise services’ business processes and supporting SAP ERP technology were designed over 15 years ago and reaching end-of-support.

To successfully deliver, the agency needed to drive this program as a business-led, not tech-led, transformation – this required involvement and buy-in from many parts of the business, (i.e., Technology, People, Finance, Research, and operational areas). The future design needed to leverage market/industry best practices and technological innovations, to ensure that the benefits justify the funding and deliver value back to Australians.

ConceptSix was engaged to develop the business case, shape the transformation approach, and support market engagement to inform the Agency’s ERP investment pathway.

The Solution

Developed an end-to-end first pass business case, with a clear strategic narrative linked to tangible options analysis, implementation roadmap and benefits.


Advised on broader transformation advisory, including defining a sourcing strategy to initially engage the market on scope, solution, and costs.


Supported the Request for Information (RFI) process to inform further detail in design and planning as input to a Final Business Case.


Drafted procurement documentation, scope, requirements, and supporting content such as executive briefing papers and preparation for an RFQ that could be very rapidly released.


Facilitated market engagement and subsequent analysis of scope and supporting assumptions.


The Impact

The executive team (COO, CFO and CIO) were supported to make a decision to slow investment in ERP transformation.

This mature decision balanced the priorities of the broader organisation against investment in corporate transformation and enabling ERP technology, finding that resources and organisational focus could be better used on other initiatives.

Guidance was established for when and how the Agency should revisit the investment case, particularly as the SAP support date approaches, with significant discovery and design work documented and ready to be picked up again to fast-track program mobilisation.
