Paul specialises in strategy design and business operations, having experience in leading business model, operating model and service design, business cases to secure funding, and efficiency and effectiveness reviews for government and commercial organisations.

Paul has shaped successful transformations for large-scale organisations of 10,000+ employees and worked with niche businesses in strategic planning, identifying areas for performance improvement and enhanced customer satisfaction.

Highlights

Led the funding model and shaping of operating model options with Services Australia for the future Enhanced myGov platform and associated services for 15 Partner Agencies, used as the basis of a business case for 2023-24.
Overseeing the preparation of a charging framework for a whole of government project, working with senior executives and stakeholders to advise on economic modelling, demand forecasting, and charging considerations to support cost recovery.
Led a refresh of the current state business and enterprise architecture for a large-scale government agency/ies project including detailed analysis of the current state, testing of solution hypotheses, and development of target state architecture with a roadmap and costings.
Prepared a market snapshot and pricing model for cloud services and network including defining services that aligned to consumer needs and the network’s capabilities, supporting a business case for the new service offering.
Provided support in developing a future business model and prioritisation framework within the Department of Agriculture, Forestry and Fisheries, leading to a streamlined and integrated approach to exporting agricultural commodities. This included a three-year roadmap of initiatives and the prioritisation of over 60 projects with a funding envelope of $328 million, which was presented to and agreed upon by the executive.

Thomas has 25 years of experience in enterprise and business architecture delivery and development. He has been involved in some the largest Social Services and Shared Service programs in the Commonwealth over his career.

Thomas has significant business experience in both social and shared service arrangements at the policy, design, implementation and management levels. Thomas has also developed a deep interest in the use and management of data as a critical asset for decision makers and policy measurement.

Highlights

Led the development of a full go to market procurement activity for a regulator of indigenous business, from initial design through to market assessment and design of program management approach to assure delivery of the outcome.
Led the design and development of a technology strategy and roadmap for a legal service provider, aligning key priorities and initiatives with the company’s global growth strategy.
Supported the review of the ERP landscape for a government agency, synthesizing information into a road map of initiatives to improve the agency’s maturity and transition to GovERP.
Managed the production of requirements and business process patterns for the rules engine for Social Welfare Delivery. Core responsible for quality assurance and framework development for all elements of business architecture and led the work on calculation assessment and legacy environment capabilities.
Led a SAP architecture team on the development of the ERP system, providing comprehensive corporate capability for Commonwealth government agencies. He focused on business process redesign, architecture, and governance, coordinating a TOGAF aligned architecture that addressed all business and technical architectural components.
Provided practical transformation advice to SAP Public Sector customers, leading the development of multiple focus areas including business process redesign, architecture, and new business models.

Brendan has driven transformation and digital strategy across Government. He’s led IT strategies and business operating models, procurements and program management, and mobilised transformations from business case to successful implementation.

Highlights

Supported a Government agency in the finance sector to transform over 5+ years, from early architecture and business case, through major digital procurement ($100m+), program mobilisation, establishment and operation of EPMO, and effective operation of the transformation program including uplifting BAU processes in parallel.
Led development of costings and funding model options for a whole of government program, while also playing a key role in operating model design, engaging with multiple partner agencies and presenting the team’s work to senior executive stakeholders.
Led the delivery of a 5-year IT Strategy and IT Strategic Roadmap, incorporating input from non-IT SES across the Department and their shared service clients across Government, and subsequently developed various sub-strategies. These strategies include a new operating model for the shared services function in the context of cloud-based products, requiring analysis of technical options and limitations, alignment with the overall IT Strategy, and review of service tracking and cost-sharing practices.
Worked with the Minister’s office and leaders across a Government Department to assess the Department’s data practices and capabilities, including a detailed review of data usage, a technical review of an aging business critical system, and an analysis of driving forces such as big data and rapidly evolving technology. This led to the development of strategic options and a business case to uplift the Department’s data capability in the long term.
Over 2 years collaborated with a Government Department on their Transformation agenda, including conducting a technical review of Government systems, developing the cost model and business architecture for a multi-billion dollar business case, and coordinating effective alignment across business design, technical design and procurement streams for the transformation program as it mobilised.

Max is a technology strategist, working at the intersection of business and technology to bridge-the-gap between user need and IT delivery.

He has a proven track record delivering complex interagency strategies, both broad and domain-specific (e.g. identity, authorisation, B2B) across diverse sectors, including Health, Social Services, Science, Education, and Infrastructure. His expertise and experience spans the entire project lifecycle, from initial strategy and architecture to requirements gathering, implementation, testing, and organisational change.

Highlights

Led the development of a sector identity and access management strategy with a large commonwealth agency, defining the strategy, benefits, solution architecture, security, and industry implications of proposed changes. As part of this, also led engagement across the impacted sector, software community and impacted agencies (federal and state).
Led the review of enterprise services and the development of a first-pass business case for upgrading enterprise resource planning (ERP) solutions and supporting technologies for a commonwealth corporate entity, which resulted in endorsement and benefits to support the management of people, research and scientific outcomes in line with organisational strategy.
Conducted a review of a government regulator’s current state business and technology architecture, completed extensive engagement, and developed a target state business architecture and roadmap that provided the regulator with next steps and implementation support.
Helped a not-for-profit organisation define their technology-enabled strategy by conducting a series of interviews with senior stakeholders, developing an understanding of the current state, defining the target state vision, and defining technology initiatives to enable the organisation to transition to their new vision.
Led an engagement with a commonwealth corporate entity to deliver options for progressing the target state design of their technology operating model and ways of working, in support of positioning the IT division to better meet the demands of business users and flexibly support the delivery of new solutions and services, as the organisation looked to shift to more software as a service solutions.
